Tokyo, Indian Ocean and Black Sea Region MoUs on Port State Control – Concentrated Inspection Campaign (CIC) on Cargo Securing Arrangements
The Tokyo, the Indian Ocean and the Black Sea Region MoUs on Port State Control (PSC) have announced a simultaneous Concentrated Inspection Campaign (CIC) applicable to all ships on Cargo Securing Arrangements, which will take place from 1 September to 30 November 2016. The purpose of this CIC is to gain knowledge on the compliance of ships with applicable Cargo Securing requirements and the overall safety of ships and seafarers engaged in cargo securing operations.
Based on our extensive experience in this field, we have prepared a Circular Letter with explanations / useful information regarding each of the questions of the relevant PSC questionnaire for guidance of crews, together with additional proposals to avoid cargo securing-related detentions.
