The 2026 Cargo Securing Concentrated Inspection Campaign (CIC) will be conducted from 1 September to 30 November 2026 by the Paris and Tokyo MoUs, with participation from several other regional Port State Control Memoranda of Understanding.
During this period, Port State Control Officers will use a dedicated questionnaire during routine inspections to verify compliance with cargo securing requirements, the vessel’s approved Cargo Securing Manual, and applicable SOLAS and CSS Code provisions.
The campaign places particular emphasis on the effectiveness of shipboard cargo securing arrangements, the condition and certification of securing equipment, the accuracy of cargo documentation and lashing plans, and the crew’s knowledge of cargo securing procedures and emergency preparedness. Inspectors will also verify that officers and crew are familiar with the vessel’s cargo securing arrangements and are able to demonstrate compliance with the approved procedures implemented onboard.
As deficiencies related to cargo securing continue to be identified during Port State Control inspections and casualty investigations, vessels are encouraged to review their cargo securing practices, ensure that all equipment and documentation are maintained in accordance with statutory and company requirements, and verify that all personnel involved in cargo operations are adequately trained and prepared for inspection.
